Great skates & customer service

what kind of skates are these , are they hockey or figure ??

These skates are not figure skates, and could be used for beginner hockey skates. They are mainly for leisure and recreational use, but could be used for light sport use.

Sizes

I just wanted to know if the junior size 9 - 12 is the smaller size for children. e.g. i'm looking for adjustable skates for my 4 year old who is now an 8.

Yes that's correct, the size is for young kids, so should suit him well.
