Are they plastic, or hard rubber?

All wheels are made of Polyurethane which is basically a mix of rubber and plastic. The hardness of a wheel is measured in durometers. Lower numbers indicate a softer wheel (more rubber) whilst higher numbers indicate a harder wheel (more plastic). Softer wheels provide better grip although they will need replacing sooner.
